Project Background
A large private, investor-owned utility had developed a backlog of capital projects, maintenance projects, and related facilities work that were located adjacent or in wetlands and other waters of the U.S. Local vendors were not able to address the environmental screening and permitting workload in a timely or consistent manner. State and Federal agencies were rejecting permit applications and projects were being delayed due to inconsistent and differing standards of rigor.
Scope
OMS Consulting Services, LLC (OMS CS) staff developed programmatic and standardized processes for conducting desktop environmental constraints reviews and database searches to assess proposed projects for potential to trigger discretionary agency permits. Screening utilized GIS and associated databases. OMS CS staff provided releases for construction and provisional releases for construction with prescribed BMP’s and avoidance measures. OMS CS staff also directed permitting activities for projects that could not be reconfigured to avoid discretionary permits.
