Project Background
A large private, investor-owned utility had developed a backlog of electric system wood pole replacements (30,000+), throughout their service territory. Local vendors were not able to address environmental screening, clearance, and release to construction in a timely manner. OMS Consulting Services (OMS CS) staff were brought in to oversee and conduct the program environmental reviews and releases to construction.
Scope
OMS CS staff conducted desktop environmental constraints reviews, database searches and field visits to assess wood pole replacements for potential to trigger discretionary agency permits. Screening utilized GIS and associated databases. Staff provided releases for construction and provisional releases for construction with prescribed BMP’s and avoidance measures. Staff also directed permitting activities for pole removals that could not be reconfigured to avoid discretionary permits.
